Permit requirements are scheduled to go into effect March 10, but EPA says it need smore time to study the impact of the permitting requirements on oil and gas operators, whose interest in getting authorizations was apparently much higher than EPA anticipated. "EPA assumed that few, if any, oil and gas
exploration, production, processing, or treatment operations or transmission facilities would be affected by the rule.
